TITANIUM DIOXIDE, latest updates

In our article of 28 February we reported on the situation for Titanium dioxide (CAS 13463-67-7) and the proposed classification by ECHA as a Class 2 carcinogen by inhalation (CMR2) for all forms of inhalable Titanium dioxide dust.

Titanium dioxide, on which WG Cosmetics is awaiting SCCS advice, will likely be included in Omnibus Act III, and will be classified CMR for inhalation. Omnibus Act III is expected to be published in June/July 2021 with implementation of the classification in October 2021.

 

ZINC PYRITHIONE, latest updates

With the article of March 27th we illustrated the situation for Zinc Pyrithione (CAS 13463-41-7) informing about the classification given by the RAC (Risk Assessment Committee) of ECHA as substance Repr. 1B.

SCCS had then published a Final opinion stating that Zinc Pyrithione is safe when used as an anti-dandruff agent in rinse-off hair products up to a maximum concentration of 1%.

Notwithstanding this final opinion, following the debate within the WG Cosmetics, the Commission has decided not to grant the exemption foreseen on the basis of art.15 paragraph 2 of Reg.1223/2009 and therefore the substance WILL BE BANNED, as CMR 1.

It will likely be included in Omnibus Act IV with application of the new classification beginning in January 2022.

 

RESORCINOL, latest updates

RESORCINOL (CAS 108-46-3), an oxidation hair dye suspected to be an endocrine disruptor, is under evaluation at SCCS (Scientific Committee on Consumer Safety) following the evaluation mandate requested by the European Commission. The draft opinion is expected to be ready by the end of 2020.

Within this date the opinions should be ready, always from SCCS, on the other 4 substances suspected to be endocrine disruptors and included in the list A, that is Propylparaben, Octocrylene, Homosalate and Benzophenone-3.
